Provided by the New York State Department of Transportation (NYSDOT), the purpose of this Engineering Instruction (El) is to institute the use of Highway Bridge Replacement and Rehabilitation Program (HBRRP) monies as an option for funding Preventive Maintenance (PM) activities on bridges and to provide guidance on its applicability and use.
