Estimation of Winter Snow Operation Performance Measures with Traffic Flow Data, Phase 2

The Minnesota Department of Transportation has released a report that considers two types of normal condition regain time—average speed density under dry weather conditions for day time, and time-dependent average speed patterns for night time—using traffic flow data for a given snow event.
