The U.S. Government Accountability Office has released a report that explores how the federal-aid highway program and the U.S. Federal Highway Administration’s (FHWA’s) oversight of the program have changed over time.
The report also examines the benefits and risks of FHWA’s partnership approach, how FHWA’s partnership with state departments of transportation could affect a transition toward a performance-based highway program.
