House Passes Continuing Resolution, Attempts to Defund Health Care Act

AASHTO Journal, 20 September 2013

After being pushed from last week’s floor schedule, the House today passed a Continuing Resolution that would fund the government at current funding levels after the fiscal year ends on Sept. 30 through Dec. 15. The CR (or H.J.Res. 59), introduced last week by House Appropriations Chair Hal Rogers (R-KY), saw some changes from its previous version, including new language that would defund the Affordable Care Act. The bill passed in the House by a vote of 230-189.

The bill now moves to the Senate for consideration, though it is unlikely the Senate will agree to the House CR as it currently stands, defunding the health care law. The Office of Management and Budget this week told federal agencies to prepare for a shutdown, which is what would happen if the two bodies cannot agree to a government funding measure by Sept. 30. And President Obama this week vowed to veto any bill that would defund new health care rules, as is proposed in the current CR.

The House CR is available here.
